The Sonoma County Waste Management Agency (AGENCY) is seeking an Agreement through February 11, 2017 with a CONTRACTOR to audit oil recycling centers and coordinate oil recycling publicity and oil programs in Sonoma County. Currently funded through Department of Resources Recycling and Recovery's (CalRecycle) Oil Payment Program, the Agency operates a program to encourage recycling opportunities and help prevent illegal disposal for used motor oil and filters.
Contractor shall assist agency staff to accomplish the goals of the Used Oil Recycling Program. The tasks to be addressed include:
- site visits and data gathering for certified collection centers in Sonoma County, as required by CalRecycle
- assist centers with various aspects of the program
- publicity & education on recycling of used oil and filters
- liaison with related programs
- assist with reporting requirements to CalRecycle

The Sonoma County Waste Management Agency (AGENCY) is seeking a two-year agreement, including multiple year extensions until 2017, with a CONTRACTOR to conduct Spanish language outreach services for used motor oil/filter recycling and solid waste recycling activities in Sonoma County. The scope of work for the contract includes developing and maintaining relationships with Hispanic media; conducting person-to-person outreach through public event venues, businesses and other locations frequented by Spanish-speaking people; answering Spanish Eco-Desk phone calls; providing translation services to Agency staff as needed; assisting in preparation and managing distribution of the annual Spanish Recycling Guide; keeping records for the CalRecycle Used Oil Grant Program; and, preparing press releases. Proposals due 3:00 p.m. on April 27, 2012
The Sonoma County Waste Management Agency (AGENCY) is seeking a two-year agreement, including multiple year extensions until February 11, 2017 with a CONTRACTOR to hold city-centered Electronics Waste Collection Events where Sonoma County residents and businesses may bring electronic waste for recycling. These events shall be held on a monthly basis with no cost to the residents and businesses. The selected CONTRACTOR will be assisted by the AGENCY with publicity for the events.
The AGENCY intends to award "primary" vendor and "back-up" vendor contracts. The "back-up" vendor shall not be guaranteed any amount of work. The "back-up" vendor contract shall only be utilized in the event that the "primary" vendor is unable to provide the electronic waste recycling services required by its contract with the AGENCY.

Request for Proposals to Transport and Recycle Electronic Waste for the Sonoma County Waste Management Agency (PDF: 248 kB)

The Sonoma County Waste Management Agency is seeking proposals from CalRecycle Approved Electronic Recyclers for the transport and recycling of Covered Electronic Wastes and Universal Waste Electronic Devices from the Central Disposal Site located at 500 Mecham Road, Petaluma, California. The term of the contract will be for approximately five (5) years, until February 11, 2017.
A Pre-Proposal tour for Potential Proposers interested in touring the E-waste collection site will be held on Tuesday April 3, 2012, from 10:00 a.m. to 11:30 a.m., at the following address: Central Disposal Site, Administration Office, 500 Mecham Road, Petaluma, California, 94952. Please note that all questions pertaining to this Request for Proposals must be submitted in writing by Monday, April 9, 2012, and the proposals are due by Friday, April 27, 2012 by 3:00 p.m.

Request for Qualifications for Composting Services (PDF: 72 kB)

The Agency is seeking information about contractors that are capable of providing composting services either as a solely private enterprise operating on private property under privately held operating permits, as a possible private/public partnership, or as a contractor operating the Agency facility and composting program, including the current slate of related activities. As a starting point, the Agency is soliciting via this RFQ information about interested parties in order to conduct an evaluative process for potentially entering into a new agreement for a contract operator or a private enterprise with which the Agency could negotiate a contract for green waste diversion. The unique circumstances for the near term future of the program, particularly the transition from the current location to a new program home, coupled with the desire to dramatically increase the volume and type of materials processed, provides the impetus for consideration of alternative diversion options of compostable/green material, including a new agreement.

Request for Proposals for Mandatory Commercial Recycling Education Services (PDF: 217 kB)

The Sonoma County Waste Management Agency (Agency) is seeking an agreement with a Contractor to complete at least the following: 1) conduct all research and collect pertinent information using the most up-to-date lists of businesses, multifamily and public entities in Sonoma County, subject to draft mandatory commercial recycling regulation, 2) input required information in an Access database, 3) mail a personalized letter to those businesses and/or conduct outreach and education to all or a subset of Sonoma County businesses, multifamily and public entities about ARB/CalRecycle’s regulations and how to achieve compliance in advance of regulation-specified deadlines, 4) provide waste assessments technical assistance and follow-up to a certain number of business, multifamily and public entities subject to the regulation, and 5) report to the Agency Board of Directors and staff. Contractor must be able to provide the services detailed in Exhibit A-1 in both English and Spanish languages.
